the Bank announcing the settlement of the dispute in a
manner satisfactory to the Bank.

I am sorry to have had to trouble
Your Lordship with this incident which at one time wore a
sufficiently serious aspect to make it desirable, in Sir
Ernest Satow's opinion and in my own, that the full facts
should be before His Majesty's Government.

I would add that His Majesty's
Consul-General at Canton has acted with great energy
throughout the negotiations in this matter.
